From 1921-1940 Citizen Military Training Camps were set up around the United States; this one in Grant Park, Chicago. The camps enabled young men to receive basic training without committing to joining the Armed Forces. These camps provided for a fit, ready made fighting force, as opposed to "green" rercruits coming in. The camps were established as a compromise once it was determiend that a compulsary draft was not in order.
